It's uh... On the eastern side of Ascalon? You should be able to hold down ALT and find the NPC for it. They should have [ARENA] or something by their name.

so far i've seen one in post-sear ascalon and one in yaks bend

At this point you would have to get to yaks bend since the one in ascalon is for levels 1-10...
